Getting started

Choose who you are to see how to get started. Reading NguLuoi needs no account.

How logging in works

  1. Open Log in. Everyone logs in the same way.
  2. Enter your email and tap Send code by email.
  3. Type the 6-digit code from the email. It works for 5 minutes. There is no password.
  4. You are taken to your part of NguLuoi: voters to the home page, candidates and experts to their portal, staff to the admin console.

To become an expert reviewer, moderator or partner monitor, apply. An admin checks you against the role's criteria and emails you the decision. A system admin can also add staff directly.

Who are you?

Voter

See who is on your ballot and what experts say about their promises.

  1. Choose your country, then find your place: type its name, use your location, or choose State, County, Payam and Boma in South Sudan, or County, Constituency and Ward in Kenya.
  2. Open a race. Every candidate gets the same card, in random order.
  3. Open a candidate to read their manifesto, expert tags, background and history.
  4. Compare up to three candidates side by side.
  5. Bookmark your picks in My guide, then download or share it.
  6. Log in to ask a candidate a question, flag content, or send evidence about a claim.
Find my candidates
Candidate or campaign team

Register yourself; nobody creates your account for you. If your profile was built from public sources, you can claim it.

  1. Tap Register as a candidate below and log in.
  2. Identity: your name as on the candidate list, your seat, party or independent, national ID number and a photo of your ID.
  3. If we find a profile that may be you, claim it.
  4. Profile: photo, education, work history and community service.
  5. Documents: upload your ID and certificates. Voters only see whether each was checked, never the file.
  6. Disclosures: business interests and organisations.
  7. Manifesto: add commitments, each with what, where, by when, how measured and how funded. The check step warns about missing details.
  8. Publish once an admin has verified you. Every version stays in your public history.
  9. Use your inbox to reply to expert tags and answer voters' questions.
Register as a candidate
Expert reviewer

Check whether candidates' promises are feasible, in your field.

  1. Apply, choosing Expert reviewer, and log in.
  2. Credentials: your field, qualification, institution, CV and a referee. Choose to publish under your real name or a verified pseudonym.
  3. Conflicts: declare party ties, government work, campaign funding and candidates you know.
  4. Wait for an admin to approve you. Your application page shows its status. An admin who vetted you directly can also add you without an application.
  5. Tag commitments in your queue: Feasible, Vague, Outside office powers, Already delivered or Contradicted by evidence. Give a reason and sources.
  6. Confirm or dispute other experts' tags. A tag is public only after a second expert confirms it.
  7. Answer candidates' replies in Threads.

You never see candidates you declared a conflict with.

Apply as an expert
Moderator

Decide on content that voters flag. You apply; an admin approves.

  1. Apply, choosing Moderator. An admin checks the criteria and approves you.
  2. Open Moderation in the console. Flags on the same item are grouped.
  3. Keep, label or remove it, naming the rule and writing a public note.
  4. A removal under a political rule needs a second moderator to agree.
  5. Decide appeals on other moderators' decisions, never your own.
Apply as a moderator
Partner monitor

Review local evidence and keep local facts up to date. You apply; an admin approves.

  1. Apply, choosing Partner monitor. An admin checks the criteria and approves you.
  2. In Evidence review, check that photo location data is removed, nobody can be identified, and it matches the place. Then approve, ask for more, or reject.
  3. In Local facts, import the facilities near each Boma or Ward, such as clinics and schools.
Apply as a partner monitor
Admin

Set up the election and run the checks. Do these in order.

  1. Election cycle: create it, set the phase dates, then save and activate.
  2. Places and races: add places and a race for each seat, named as the electoral commission names it.
  3. Office powers: say what each office controls in each sector. A legal reviewer signs off each one.
  4. Candidate list: import the official list. Fix any failed rows in the app.
  5. Staff and roles (system admins only): create staff accounts, give out admin, moderator and partner monitor roles, add expert reviewers, and switch single permissions off for one person.
  6. Unclaimed profiles: build one from public sources for each listed candidate who has not joined. A second admin checks it.
  7. Queues: verify candidates, check their documents, and vet expert applications.

Every decision is logged with your name.
